EU DOCUMENTS IN THE SEJM

In October 2020 the EU Affairs Committee (SUE) held 6 meetings, no. 31-36, via electronic means of distance communication. During this meeting the Committee:

  • pursuant to Art. 7(4) of the Cooperation Act, considered:
    • amended proposal for a regulation of the EP and of the Council on establishing the framework for achieving climate neutrality and amending Regulation (EU) 2018/1999 (European Climate Law) (COM(2020) 563) together with the draft position of the Republic of Poland [mtg no. 35],
    • proposal for a regulation of the EP and of the Council on a temporary derogation from certain provisions of Directive 2002/58/EC of the European Parliament and of the Council as regards the use of technologies by number-independent interpersonal communications service providers for the processing of personal and other data for the purpose of combatting child sexual abuse online (COM(2020) 568) together with the draft position of the Republic of Poland [mtg no. 35],
  • pursuant to Art. 8(2) of the Cooperation Act, considered:
    • proposal for a Council regulation fixing for 2021 the fishing opportunities for certain fish stocks and groups of fish stocks applicable in the Baltic Sea, and amending Regulation (EU) 2020/123 as regards certain fishing opportunities in other waters (COM(2020) 436) together with the draft position of the Republic of Poland [mtg no. 35],
    • proposal for a Council decision concerning the commitment of the funds stemming from reflows under the ACP Investment Facility from operations under the 9th, 10th and 11th European Development Funds, the balances from the 10th EDF or from previous EDFs, and the funds decommitted from projects under the 10th EDF or from previous EDFs (COM (2020) 484) together with the draft position of the Republic of Poland [mtg no. 36],
  • pursuant to Art. 11(1) of the Cooperation Act, considered:
    • information from the Council of Ministers on the position the Council of Ministers intends to take during the consideration of the draft legal acts at the General Affairs Council (13 October 2020) (COM(2020) 443) [mtg no. 31],
  • pursuant to Art. 151(1) of the Sejm Standing Orders and Art. 3(2) of the Cooperation Act, considered:

WORK IN COMMITTEES
Foreign Affairs Committee

13.10.2020, considered the information of the Minister of Foreign Affairs and the Minister of Digital Affairs on the Polish foreign policy priorities in the context of dynamic political, geopolitical and geoeconomic processes (mtg no. 23).

SUBSIDIARITY CHECK IN NATIONAL PARLIAMENTS

According to the information from IPEX database as of 3 December 2020, 18 draft legislative acts were subject to subsidiarity scrutiny in October 2020. The national parliaments submitted no reasoned opinion on the non-compliance of the scrutinised draft acts with the subsidiarity principle.
