EU DOCUMENTS IN THE SEJM
In December 2017 the EU Affairs Committee (SUE) held 6 meetings: no. 170-175. During these meetings the Committee:
  • scrutinised 45 EU documents:
    • pursuant to Art. 7(4) of the Cooperation Act – 4 EU draft legislative acts concerning i.a.: certain aspects of contracts for the online and other distance sales of goods; markets in financial instruments,
    • pursuant to Art. 151(1) of the Sejm Standing Orders and Art. 3(2) of the Cooperation Act – 19 EU documents (14 proposals, 1 joint proposal, 1 decission, 2 recommendations and 1 work programme), concerning i.a.: the delivery of the European Agenda on Migration; the Urban Agenda for the EU,
    • pursuant to Art. 11(1) of the Cooperation Act – EU documents, which were to be discussed by: General Affairs Council, Transport, Telecommunications and Energy Council,
    • pursuant to Art. 8(2) of the Cooperation Act – 18 EU draft legal acts concerning i.a.: fixing for 2018 the fishing opportunities in the Black Sea; opening of negotiations to amend the International Sugar Agreement of 1992,
  • considered, pursuant to Art. 151(1) of the Sejm Standing Orders and Art. 3(2) of the Cooperation Act, the Government information concerning the Foreign Affairs Council meetings and the European Council meeting on 14-15 December 2017 (mtg no. 170),
  • heard the information on double food standards in the EU Member States, presented by the Secretary of State in the Ministry of National Education, Jacek Bogucki (mtg no. 173).

SUE together with Liaison with Poles Abroad Committee:

  • heard the information on the current state of negotiations regarding the UK's withdrawal from the European Union and the British proposals on the rights of European Union citizens in the United Kingdom (mtg no. 172).

WORK IN COMMITTEES
Senior Policy Committee
  • 14.12.2017, considered the information presented by the Undersecretary of State in the Ministry of Development, Paweł Chorąży, on the possibility of financing from European funds infrastructural and social projects related to the elderly people (mtg no. 51);

Foreign Affairs Committee

  • 14.12.2017, heard the information of the Minister of Foreign Affairs, Witold Waszczykowski, on the results of the Fifth Eastern Partnership Summit in Brussels (mtg no. 91);

Digitalisation, Innovation and New Technologies Committee

  • 13.12.2017, considered the information presented by the Undersecretary of State in the Ministry of Digital Affairs, Karol Okoński, on the state of implementation of the Operational Program Digital Poland 2014-2020 (mtg no.79);

Agriculture and Rural Development Committee

  • 07.12.2017, took note of the information presented by the Deputy Director of the Department of International Cooperation at the Ministry of Development, Tomasz Salomon, and the Head of the Department of Trade and WTO in the Department of Strategy, Analysis and Development at the Ministry of Agriculture and Rural Development, Adam Giziński, on agricultural aspects of the European Union trade policy in 2017 and on the structure of imports and export of agri-food products (mtg no. 201);
IMPLEMENTATION OF EU LAW - UST DATABASE

In December 2017

  • the following acts implementing EU law have been published [paper no.]:
    • Act of 15 December 2017 on insurance distribution [1781],
    • Act of 24 November 2017 amending the act on waste and some other acts [2014],
    • Act of 24 November 2017 amending the act on biocomponents and liquid biofuels and some other acts [1973],
    • Act of 24 November 2017 on package travel and linked travel arrangements  [1784].

In December 2017, 20 draft legislative acts were subject to subsidiarity scrutiny. As of 2 January 2018, the national parliaments submitted 4 reasoned opinions on the non-compliance of the scrutinised draft acts with the subsidiarity principle.
